Review of Swansea’s Sustainability Trail Contract - Expressions of interest sought

 

Swansea Environmental Forum (SEF) promotes and facilitates environmental sustainability in Swansea. The partnership of public, voluntary and private sector members was set up in 1985 and runs the innovative “Sustainable Swansea” project. Sustainable Swansea’s aim is to make Swansea a more sustainable place to live, work, and visit.

Project outline

Swansea Environmental Forum is seeking expressions of interest for a contract that will review and update the Sustainable Swansea’s Sustainability Trail. This trail currently incorporates 24 sites that offer good practice examples of different aspects of sustainability. As this trail has been in existence for several years, we have chosen to begin a review process, to ensure it is still offering a good up to date and varied showcase of sustainability in action.

The contract will include surveying and assessing current sites as well considering other possible sites for inclusion. This study will include making recommendations for further trail development, including meeting interpretation, communication and support needs. The contractor will also be expected to produce a listing of funding options for this further work.

A second phase of work is envisaged, whereby the recommendations are developed and updated promotional materials produced. This will be the subject for further negotiations , and a new contract.

 

Funding available

The budget available for this work is £3,000 to £3,500.

 

Contractual Terms

 

The key activities are outlined below. The project will be overseen by member’s of the Sustainable Swansea Steering group. The contract will be successfully completed when the following activities have been delivered.

·    Develop a suitable questionnaire. Use this survey to interview key staff at each trail site.

·    Select at least 6 potential new sites and make an assessment of their suitability for their inclusion.

·    Use a proforma produced in conjunction with the Sustainable Swansea Steering group to record the updated details of all current trail sites and also those of the newly identified potential sites

·    Evaluate current Trail materials and activities

·    Explore further opportunities for supporting trail use by the public and educational establishments, suggesting possible publications and support materials

·    Look at new ways of using the trail network and improving the trail’s profile

·    Make a list of recommendations for future developments

·    Cost out your recommendations and identify possible funding options for them.

·    The attendance at a number of specific meetings will be expected.

·    Preliminary findings are to be presented to the SEF Executive meeting on Thursday 17th March 2011

·    Regular updates on the progress of the contract to be provided to the Sustainable Swansea Steering group

·    The contract must be completed by the 31st March 2011

 

Skills, Competencies and Experience

 

The ideal contractor will have the following skills and experience:

Ø      Knowledge of environmental and sustainability issues

Ø      Awareness of local, national and international funding picture with regard to environmental and sustainability projects

Ø      Project and event development experience

Ø      Able to communicate ideas at all levels to engage partners

Ø      Personable and approachable

Ø      Flexible and enthusiastic

Ø      Computer literate in main Microsoft Office Packages

 

Application Process

 

Parties interested in applying for this contract should draft a written expression of interest with full contact details, an outline of approaches and methods that will be employed, a full costing bid (including daily rate and estimated total number of contract hours), two references and a statement describing relevant experience, qualities and skills.  The contract will be offered on either a self-employed basis or as a contract with an existing organisation and it is anticipated that the successful party will provide their own office space and appropriate equipment.
